Had my bike tuned up by a nearby shop, new tires and sealant etc. after weeks of riding just noticed this set this way. Is this the “clutch”? Is it bad I’ve been riding it this way? Should it be toggled up?

It’s not bad. All the clutch does is add chain tension. When it’s on, the chain bounces less. That’s good when you’re riding rough terrain. When it’s off, the chain behaves normally as it would on a regular deraileur. Bouncing around like a child on Red Bull
Turn it on if you dont want the chain slapping your chain stay
