Some really nice person used a black adhesive that I can only imagine is gasket sealer or some kind of permalock sealant, construction adhesive, idk on the bottom bracket of a frame that was given to me. It chips off in little bits and scratches with stainless tools. Question is has anyone else ever dealt with this / what did you do?

I don’t often say this, but that frame looks like a lost cause. Even if you figured out how to get rid of the mystery stuff, the BB is so mangled there’s nothing left for the BB tool to engage with.
Heat?
