restoring this frame, and I found this very small (~5mm) dent in the chainstay by the bb lug. The frame seems to have been a victim of some nasty chain suck. Should I bother caring about it?
That’s fine. Put some spot putty on it before painting if it really bothers you.

The less than 5mm dent is within 5cm of where the frame builder bashed the tube with a hammer to achieve chainring clearance. The dint is totally fine. Just clean up any rust where the paint has been chipped off before adding fresh primer and paint.

Is the Allen bolt on the bottom bracket for a fender or some sort of lock for an eccentric bottom bracket?
