Are they internal or external cam skewers? External cam skewers are next to useless, I’d recommend replacing them with some decent internal cam ones like Shimano make.
It’s also possible you’re not tightening them correctly, are you flipping the lever over to lock them in place?
It could also be (but much less likely) indicative of a problem within your freehub body, I once had a campy freehub body fail causing it to lock onto the axle and rotate the axle out of the dropout.
