If so, it’s fine – the cable acts against a spring to shift – cable tension shifts one way, spring return the other. So a degree of slack is needed for it to work normally.

That is strange. Cable is usually at its loosest in 3rd gear, (top). In Ist gear (1) it is under maximum tension, with the rod most withdrawn against the spring pulling from inside the hub.
Maybe the cable itself needs adjustment at the gearlever?
Edit: I don’t think your gear cable looks overly loose. It doesn’t sag when you release it.. which can happen with 3rd gear.
