i saw he liked this on instagram but it’s sold out, i wanted to get an accessory like this over an outfit. he likes cool design brands like this, very streetwear-esque. when i search saddle bags i get a lot of basics. can anyone recommend me any really cool small cycling brands?

It’s getting the right size that’s important. You might need his guidance on what he needs.
Socks/cap/bandana any use?
If you want to get him a saddle bag, I use and would highly recommend the Silca Mattone. It’s the only bag I’m aware of that uses a BOA dial for a secured closure. Plus their quality is top notch imo.
Check out ALMSTHRE, I’ve got both their Signature Bar Bag and OG Saddle Bag in California Gold
Also try Road Runner Bags, their Burrito Bag comes in lots of great colours and is widely regarded
Three faves, all different styles, include Dyed in the Wool, Rockgeist, and Ron’s Bikes and Bags. Do you know, is he a serious roadie, or more of a gravel or casual rider? I ask because handlebar, top-tube, and frame beads are increasingly popular since they’re accessible mid-ride, whereas saddlebags you can only really get into when stopped. Unless he’s really focused on aero, the other styles might benefit.
My favorite saddlebag, and bag maker in general, though, had to be Outer Shell. Smartest designs, and generally great colors — especially if you like leopard or cow prints! Their rolltop saddlebag is a person favorite since you can adjust the size so much:https://outershell.com/shop/rolltop-saddlebag
The Silca ones, mentioned elsewhere, are probably the most lust-inducing, if he does a lot of group riding and wants to impress the paceline as he passes by.
Velocolour makes the best saddle bags in the business (Silca even copied their design) and they’ve got this paint splattered version right now: https://www.velocolour.com/shop/rocket-pocket-black-splatter
