There is an app called Frequency Sound Generator by Lux De Lux. Some frequencies are totally silent to adults but youngsters and dogs can't stand it. Can be played through Bluetooth speakers and I wouldn't advise you to do what the police do and direct annoying frequencies at people who are stopping you from your travels, infringing on your rights or blocking your business or something like that. Because it's your noise, it doesn't seem to affect you too much.
Why not all play binaural beats which can be found on YouTube which can alter brainwaves, trigger emotions, thoughts, mood and affect the physical body all for positive reasons of course and ensure that these beats are not misused whatsoever.
