I would put it in the working bike value range though I’m not super familiar with the Phillips brand. Alloy rims and Schwalbe tires add to it and in my town I’d probably post it for 175 USD. Unknown holes in the downtube and some rust showing through. Any idea what the braze on in the inside of the left seat stay is for?

In your last picture, on the seatstay above the left dropout there is what looks like some frame damage. If this is a rust hole, the frame value is unfortunately zero.
Otherwise, it’s a lower end frame with a mish mash of parts. Maybe $125-$150.
Edit: and I see drilled holes in the downtube too. Yeah this sadly has basically no value except for the parts. $75 maybe.
Edit2: And some possibly serious rust under the paint near the top of the left seatstay.
