You need to clean the rust and debris off the chain and then use a wet weather formulation that is better suited to your riding conditions and maintain it on a more regular basis, as the Squirt isnt working in your current regime.
No, that’s not worrying – just superficial rust from riding in the wet.
Squirt says you will need to reapply after a wet ride – but I’ve not found it to be good in wet mucky weather. I prefer a wet lube for bikes that I ride at this time of year. Give it a good lube, rotate the cranks a few times and wipe off as much as you can.
After a wet ride, especially if it’s going to be sitting, it’s a good idea to do it again. I often find a chain looking like that (or worse!) a few days after Christmas – I ride home from work and put my bike in the garage then get busy over the next few days and then find it like that.
