Loosen the brake bolts, squeeze the brake, tighten the bolts. That should align the brake over the centre of the disc.

Yeah, you don’t align rotors, you align calipers to rotors, using the two caliper mounting bolts. This looks like a ‘flat mount’ caliper (hard to tell for sure from this angle) which have the bolts on the bottom of your frame.
