    As long as the inside allows the cable to move smoothly, it’s fine. Like others have said, feel free to clean the outside for appearances.

  2. No need but you may as well next time you do cables and housing as they are cheap. Not worth the effort until then though.

    Surface corrosion can be cleaned with some WD-40 and steel wool. If it is seriously rusted, the tube can fail under hard braking if rough strength has been lost. Been a mechanic for many years and have seen that happen a few times! Instant loss of brake on that wheel.
