Just got a refurbed Endurance with V13 stem- has play between the frame and fork – removing the plastic cap reveals another 4Nm bolt that freely spins – stripped?

And did I really overthink this because the 4Nm is just for the plastic cap on top of the stem (which seems like too much)?
Finally, there’s also some paint damage on the frame near the fork…so I wasn’t sure if the original owner tried to do something weird to fix it and caused more problems…by actually stripping something important that connects the frame and the fork
And yes, I’m very, very stupid – it’s the Endurace! – thanks bot

The part with 4 nm pictured is your wedge which your top cap screws in to. Heres a link https://www.canyon.com/en-us/canyon-wedge-e201-15/103137.html. This is removable, and can be adjusted up and down. If you only want to adjust away some play you need to loosen your stem screws and then carefully tighten the top cap screw untill there is no play. DO NOT TIGHTEN IT TO 4 nm!
When theres no play, torque your stem screws to spec.
