It'll just be local residents. Neighbours that don't like each other. Maybe one of the victim's kids beat their kid in a fight, or maybe the victim has been saying stuff about someone that offends them – there could be a thousand reasons. This is pretty typical behaviour on some council estates. Years ago, before camera phones, they wouldn't have even worn a balaclava.
