the rd mount bolt has completely frozen up after taking it off the hanger and won’t turn without a crazy amount of torque- what could be the issue and solution?

Which model RD? Some have springs in there. I would probably disassemble that ‘joint’ and clean, regrease, and reassemble to see if that helps assuming I didn’t see anything weird/obvious when I opened it up.
