Theres a slight imperfection when looking at it from a certain angle and with the light shining on it. As seen in the first photo
However when looking at it head on,(2nd photo) it looks like the rest of the wheel. Is this normal with carbon?
When I touch it its perfectly flat, no bumps or anything.. theres no sound difference when i tap it.
Any ideas or is this normal?

that looks like your seeing the different weaves reflect light differently. totally normal
This is normal. Get a bright light and you’ll see all kinds of stuff.
That’s just a slight wrinkle in the top layer of carbon fiber. It’s nothing to worry about.
