its just an old school idea of a half drop bar, you can just turn them the other way up if you want a higher position. Its not technically the same as racer drop bars as the brakes levers are designed to be mounted on the flat bits rather than on the curves.
I would say they are porteur h/b’s or some kind of cruiser bar. There is a lot of variety of subtle shapes and curves that kind of blend together on old school bikes
