Just received a replacement frame in a new colour and I was wondering if these marks on the carbon are normal? It’s matte black. They don’t rub off and look worse if some lights.
Yep its normal. My Ultimate and many other matte black bikes of other brands too are the same way. I didn’t like it at first, but it grew on me. On the plus side it weighs very slightly less than glossy paint jobs.

No it is not normal. New replacenent frame should have no Marks or damages.
