I was moving around things on my touring bike and wanted to make use of the mounts on the underside of the down tube. The rear brake cable has been zip tied and routed directly over the top of the screws, so I squeezed it around a bit and thought about using my double bottle mount at least to get things out of the way and net me a couple mounting points. However, it gives a little tension to the derailleur cable. Would this be a problem? It’s not a ton of tension, but enough that it isn’t straight.

It’ll throw your indexing off slightly and wear the cable quicker in a spot it doesn’t usually wear. The biggest thing is that those mounts appear to be for adapting 2 bottles side by side, which will almost certainly interfere with your crank in that spot.
I guess that’s another question. Does anyone use your mounts on the underside if you have them? What do you store there?
Bad idea. Even if you re-index so your gears run sweet on the workstand, once mud, grit and ice have found their way in, the cable will be under more friction at two more points and the chain will be reluctant to drop onto smaller cogs when changing gear.
It can be fixed easily enough by filing away some of the widget so it has a clear run.
