I’m looking to buy this vintage cannondale criterium 3.0 it looks like a 98’. He wants 200. What do you guys think?

Does it need tires? They may have plenty of tread, but be dry rotted.

Usually I’d say $200 is OK for a bike that age that needs nothing. $150 is more like it.
