1978 Raleigh Competition GS Frame

I recently picked up this beauty from the original owner who said it is all original (still trying to verify this) and want to clean it up and run it.

What is the best way to brighten up this frame? I do not want to repaint it but would like it to shine, both paint and chrome, as much as it possibly can from the current condition it is in.
