This is seriously worse than driving when you’re *a bit tipsy*. He was just regularly using his phone like he somehow wasn’t the driver. How is this not an.. not sure how to say it in English; but basically – had he been drunk, it’s an “aggravating” element (in my country); i.e his sentence would be harsher than had he been sober. It was his choice to chat with people, take selfies etc.
And the other driver, who ran him over when the victim was lying on the road.

Zero chances that running over a person feels like running over some rubble. Running over a adult human body- ZERO chances that it feels like “some rubble”.
