It’s just a old school valve extender on a presta. It allows air in and if you push a small item down the hole you’ll hit the presta value and let air out.

Looks like a valve extender tube attached to a regular presta valve that was too short for that rim profile.

I think it’s probably a screw on presta extender thing. Regardless, most pumps don’t screw on to the threads of the valve anyway

It’s a valve extender. Back in the “old days”, especially with tubular wheels, it was sometimes hard to find tires (or tubes, if you had deep section clincher wheels) with longer valves. Enter the valve extender. Just leave the presta valve unlocked (unscrew the lock nut) and screw the extender on to the top of the valve core.
Edit: you need a pump that “clamps” on to the valve, usually the head has a lever you flip to engage the clamp.

yes, look up zip wheel valve extender. allows inflation on rims too deep to access the presta valve.

I’d like to add that if you find one on a tri bike, these are often seized onto the valve with urine, sometimes electrolyte drink.
