currently replacing the bottom bracket of an old Raleigh from the original cup and cone to a cartridge one. however when I removed it, this little thing is in the way, the cartridge is too wide to fit properly with it still there. Any ideas on how to sort this?

Dremel it flush or drill the rivet out and then thread the frame and use a short bolt there instead. Thats what manufactures do these days
Usually those guides on the outside of the shell are installed with a small screw that threads from the outside and sits flush with the interior. So remove the existing one and replace with a smaller screw.Â
Been there.
Is there a way to remove it? If so, do it, instal the new BB and only then figure out how to install the cable guide. Usually there are threads at that hole so all you need is either a shorter bolt or a washer.
Remove the screw and replace it with a self tapping screw, use a shorter screw, or cut down the original screw by a few threads after installing the bottom bracket.
Drill out the rivet, tap the hole left over and reinstall with a short bolt after the bottom bracket is installed. Most bottom brackets are wider on the ends than in the middle so there will be room for the bolt.
Use a little thread locker if you’re nervous about it coming out.
