Sorry if this is a stupid question, but I noticed there’s a part that dangles from the back wheel section of the bike. When the bike is folded and I roll it, the part hits the spokes. Is it supposed to be more attached somewhere so it doesn’t dangle on the spokes?

It’s the gear cable for the internal hub gears. That’s definitely broken/come loose!
Normally this switches your hub gears.
gear pull chain for the internal gear hub. right now you are stuck in a single gear
That would be the cable that allows you to change gears and since it’s loose, you’re stuck in one gear only on the internal geared hub
Like one of those dangly earrings that are back in fashion
