Look at the front brake housing. They raised the stem (likely beyond the maximum safe limit) without replacing the brake housing so the bar tape is unraveled and the housing pulled tight from the lever. The wheels don’t match (pretty common on a bike of this age). The front hub is filthy.
The single photo is too low resolution to give a lot more info. It’s a cool bike, but it hasn’t been cared for lovingly. I wouldn’t pay that much for it. I’d want more clear photos and I’d just keep naming expensive problems until we reached a reasonable price.

Yes. I’d pay that. Great bike. But always go in with a lower offer. I’d offer $275 and see where you end up. Steel is real.
