I'm getting ready for my first bike packing trip and I got some used arkel bags from a friend. They're in good shape but I can't figure out how they go on. Is my rack not compatible? There's a whole lotta velcro and some hooks. I get where the hooks go but how the velcro goes… I'm not sure.
Also one of the dry bags has 2 'male' clips….
What is going on here?

I have a set of Arkel bags and mine have handles that pull a canopy to fasten in the top rail. They also have a bungee cord with a hook for the bottom of the rack.
Not clear what I am seeing here. Do these not have cams that open and close on the top tube?
