I recently got a bike second hand and I've been trying to fix the seat height because it is too low for me. When I removed the screw that I assumed would let me adjust the seat it didn't do much and the seat was still stuck in its place. Is there a way I could fix it by myself or do I have to being it to a shop to remove the (I presume) tape that's glued on the bike seat post?

From the pic, that looks like it might be epoxy. Not sure how you are going to remove that.
I would assume it’s rusted stuck. Try twisting the saddle left and right to free it up.
