Isnt that mold? Would you want to be touching that for multiple hours at time? Unless you are certain this is just dirt and oil, please replace them.

Replace the whole handlebar and the grips. That bike has seen better days mate.

Well, how those and that handle bar look, I’d dismantle adn get them apart first.
Degreaser and a good scrub would be a start, using different brushes, maybe go even wtih some sctochbrite, yet go gently as first with the last if You don’t want to scratch and rub off to much.
Well, worth a shot, unless it’s not getting better, then just repalce those.
For that chrome bar tho, I had something simialr with My MBT, wasn’t that bad, but I prettymuch used fine steelwool on it, till it was all off and poilshed, then gave it a nice layer of oil, then wipped the access off.
Hadn’t had anyof the rust to come back in almost two years, tho, at this point I’d use some rust converter on it before using some slight oil film.
Could even go so far as to give it a layer of clearcoat.
And like with the former, You can still replace it if You change your mind while it’s off the bike.
