Seems like a genius idea to me because they are virtually out of the way and double as a fender to protect my foam pad which will go on top. (ortlieb quick rack/ pannier set up)
It is a good double use. I keep mine rolled up in a ziploc bag since I have a trunk bag that acts as a fender

I have hardware story straps and store them like this on the same rack

I do the same but the other way (side to side instead of lengthways).Â
Always on there, out of the way of pannier clips, and if I’m in town (not bikepacking, shopping for example) and carrying my heavy D-lock, I use them to transport it.
I always have 4 with me so I can double them up to strap down bigger items if needed
