You don’t really… Usually you have to take apart the fork and completely refinish to make sure you don’t lose any diameter, BUT… That is a spring fork, not a sealed fork so you don’t necessarily have to worry about the finish or diameter of the stanchions.

I bought a cheap bike that had the same problem. I used a razor blade perpendicular to the fork to scrape the rust off. Turns out there are really small pinholes in the fork where the rust spreads.
