Maybe I’m stupid but I cannot wrap my head about this. I set the mounting bolt tight and torqued with the pads equally spaced. As soon as I pull the brake lever it ends up rotating the caliper body. This leaves the right pad rubbing if I use the rear caliper at all. I've tried centering the wheel, the centering screw on the caliper, changing cable tension, I'm so lost.
And the little washer thing in-between the frame and caliper isn't turning with it so I don't even understand he axis it's rotating on.
Please help the rubbing means I effectively can't use my rear brake without manually spinning it back every time.

[Do you have the serrated washer #7, and is the set screw #3 tightened?](https://si.shimano.com/en/pdfs/ev/BR-7800-2249/EV-BR-7800-2249A.pdf) Is there enough of a bend left in the housing, that will pull on the caliper if it’s cut too short.
