Housing for aerobar brake under or outside bar tape?

Going to add an aero bar bar-end brake lever and then add bar tape after (on the aero bars) , wondering if the tape should go over the housing or rather the housing should dangle from lever to brake?

And don’t worry I have a brake splitter to make sure I can actuate the brake with both levers
