Mine has a few of these as well. I assumed that they come from getting off and on the bike, so essentially, caused by shoes. If it were a paint issue, the sticker would not be affected, but it is, both in your picture and on my bike. The dark colour of your brommie makes them more apparent than on a lighter color.
I would just accept them as normal wear and tear on a well-used everyday object.

Those are from your shoes when you mount/dismount the bike. You can’t do anything about that other than remembering taking your legs higher thile doing that.

It’s not paint it’s powder coat my best guess is from your foot rubbing against the top tube or something wrapped around it has caused some light abrasion, unfortunately if it’s not rubbing off there’s a good chance your stuck with it unfortunately. My advice is get a frame wrap to protect the tube from further wear.
