What’s your experience level? Have you had a session with a bike fitter to determine what sort of tri bikes might work for you?
If you’re just starting out, you’ll be much better served by getting a more relaxed road bike. You can easily get comfortable, put a lot of training miles on it, ultimately that’s where speed comes from. Tri bikes like this are quite hard to train with on the road, borderline dangerous with the reduced visibility and inability to access the brakes from the aero position. Really best kept for closed road events or segregated cycleways most of the time.
This looks fairly old, and just has standard alloy wheels on it. So it’s not going to be super fast or anything, most of the speed benefits would come from the riding position. Which may not even be that good if it doesn’t fit well or isn’t set up well for you. Price wise it can be hard to say, tri bikes aren’t super common but also don’t have a lot of demand so can vary a lot in different local markets. 600 feels like a lot to me, you could probably get quite a lot of road bike for that.
