They work like the old Delta brakes from Campagnolo. Your brake cable is gonna go down into that centerpiece and as you pull on it, it’s going to separate the bar on top which then pushes the brakes to the rim

These are descendants of roller cam brakes. The cable comes from the top and is attached to the center piece with the set screw.
Pulling the lever pulls the cable up which moves the center piece up. When it does that, it forces the upper arms apart, and they pivot on the mounting point. The lower part with the pads rotate inwards toward the rim.
You don’t need these for your bike. This design became popular again because it works pretty well and can be designed to be very lightweight. So high end boutique brands adopted it. Now the design is ripped off by cheap manufacturers.
If you’ve got a road bike just get ultegra side pulls or something
