Should the expander plug sit this low in the steerer tube

Hi, I was adjusting the height of my stem on my new grizl and noticed that the expander plug sits very low in the steerer (30-40mm) – well below where the stem clamps.

Are all canyons like this, or does it pose a safety risk?
