I’ve had the derailleur hanger replaced, the chain, and the cassette and also had it tuned many times but can’t seem to get rid of this. it dosen’t seem like much when I’m pedaling hard on this one specific gear my pedals will kinda just jolt forward and I’ll sometimes lose my pedals
edit it seems like its catching on the gear above it but I can’t really tell
edit 2 it’s on the second to lowest gear not the lowest
Chain catching on only one gear

Have you tried adjust lower limit screw?
Does it only do this for specific links? I know you said you changed the chain but the pins could be binding up and causing it to not want to straighten out once it leaves the cassette.
If you suspect this, you can mark that link with a sharpie and see if it acts weird going around the jockey wheels
I was thinking the tension screw or b screw. SRAM has a guid tool that helps to adjust it.
Look from the back and see if a tooth is bent then use something bend it
Loosen the qr skewer while the bike is on the ground, then retighten. I bet the wheel is very slightly crooked in the dropouts.
