I think so. When you try to load the bearings, that tiny gap will close up & there will still be play.
Easy enough to try it first though!

Add one smaller spacer in the middle. If it was on top, it wouldn’t have any steerer tube left.

Probably a good idea, if the headset can properly preload without the top cap bottoming out then it’s fine but if it were me I’d throw a 2mm spacer on top and call it good to go.

Get a bike fitting and your fork cut correctly please.

thats not right, the compression plug should be where the stem clamps onto the fork! if that compression plug is that high up, you’re crushing the carbon fork. Or giants compression plugs are way longer than usual. i would check to make sure.
