I finished 3-cross lacing an Andra 40 20 inch front disc rim on Novatec d041sb-15 hub and haven't tensioned the spokes yet(only two turns on each nipple), and all the nipples are sticking out quite far as pictured.
Are my spokes too long or will they sort themselves out once tensioned?
Spoke lengths are 188 and 190mm.

It’s very long, bro, and also be careful, it can damage a lot of tires. I had more than 5 tires damaged in less than a month.
Way too long. Search for “spoke calculator” and use any of several dozen calculators.
This is clearly not a disc rim, seeing the machined sidewall.

Assuming the built is for 32 spokes … your length is way too long

You need 180 (182 also can but I prefer shorter) and 184mm
