I'm looking for a really good pair of rain pants and waterproof overshoes for my gravel and bike packing tours. Requirements for both: truly waterproof, no need to take off cycling shoes to put them on, as light and compact as possible for storage, highly visible (optional).
Do you have any recommendations?

Nothing is truly waterproof if the conditions are bad enough, what’s your intended use case? Rain? Cold? River crossing?
I don’t know how useful this will be for you. I have a set of waterproof stolen goat bib tights and a set of gripgrab flandrian overshoes. This setup works for a few hours but eventually water will get in through the bottom of the shoe. I used to wear waterproof socks but they irritate my feet now.
Have you looked at the endura hummvee? I haven’t tried them but I am tempted.
I have the Northwave Extreme XC GTX MTB and absolutely love them. Is use them with GripGrab CyclinGaiter and a rain proof winter bib.
I’ve had Showers Pass Transit pants for years and have been satisfied with them. They seem to match your stated criteria pretty decently.
