I expect that the lack of schemes being delivered is due to the massive funding cuts that the council has had to do. Looking at the budget proposals, any improvement money has been reallocated to keep health and social care afloat. Hopefully the planned council tax rises will help to top the coffers back up.
Additionally, as far as I've heard, the transforming cities fund got pulled after Mason-Billig forced Exchange Street to stay open and the fire brigade blocked St Andrews cycle lane/one way from happening. So, the council will have to bid for ATE money for any projects now. That would also explain why all the TCF webpages have gone dormant.
Mile Cross Lane improvements have gone on hold because of the budget cuts and because DfT advised councils not to install 'floating bus stops', they have now clarified that they mean bus stop boarders and not island bus stops (though still used the wrong terms). Bus stop boarders are now temporarily banned until ATE can do further research on their risk. Tbf, good riddence, dangerous and outdated idea. Islands though seem ok to me in areas that arn't crazy busy so glad they are allowed.
This is all stuff I've heard on the grape vine though so take it with a pinch of salt.
I'd defo submit a FOI request on what's happened to the TCF money tho if you want a good story to run.
Addenbrooks hospital has just got a new roundabout and the difference between the two projects could not be greater. When I moved out to Norwich I knew it was a fair way behind but that was fine for a bigger house and a smaller mortgage, I didn't expect Norwich to be downgrading pedestrian and cycle infrastructure.
