If the internal rusting isn’t too bad, you could consider it. I hope the price is right though.

With a Tange 2 frame that’s a step up from most Tarinis (an NZ made bike, despite the cool Italian sounding name) which were nicely built but hi-ten frames.
While that spot behind the headset looks a little concerning, I reakon it’s probably superficial, but it would be worth checking for rust on the parts of the inside you can see too. I had an Avanti Super Sprint in similar condition that I sanded and repainted and it served me well until a car cut me off on a cycle lane, and even the the frame bent rather than broke.

No that bike should be free. Most decent sized towns have a shop that sells donated bikes go there
