Ive seen a few cyclists coming straight towards me on a one way street, here are two examples in one video.
And the answer is No, cyclists cannot ride the wrong way down a one-way street in the UK unless it is a marked contra-flow cycle lane, which is specifically designed for cycling in both directions. The Highway Code states that cyclists must obey traffic signs, including one-way signs, just as other vehicles do.
