I had something similar to that happen once in my first playthrough, I ended up loading an old save since I couldn't get my money back but the next time I encountered something like this I just shot the guy on the spot and of course his buddies in the back alley came running out and I got a bounty after dealing with them but I didn't care.. Fool me once, shame on you.. Fool me twice, shame on me.
This happend to me in my third playthrough
They spawn everywhere in SD in night, I saw him near the Chinatown as well
