My toe cage broke ( I don't use clip ins) Amazon only sells cages with pedals and refelctors. I would order that and just take the cage off, but with the reflector there I'm not sure I will be able to get the cage off the pedal.
Any ideas on where to order this same cage without the pedal? Thanks.

Just look up bicycle toe clips, I know the name sounds confusing, but that’s what they are called. They are usually sold to be screwed into the pedal
Velo Orange has nice ones. I like the half clips. They don’t have a strap, but they do a good job of indexing the toe of my shoe on the pedal for consistent foot placement which is IMO the biggest job of a toe clip anyways.
Look up christophe toe clips, also Zefal or MKS. They have gotten a bit pricey.
Edit: watch out for size, they are differently sized for toe position.
