Sounds like a bearing issue
Sounds like a blown headset
Creaky bearings in your headset, completely rideable but worth changing
Headset bearings are blown, grease and reinstall if that doesn’t work get new ones
Too tight on the top cap? New bearings are only like $30. Definitely worth replacing before they fail
