  1. Your wheel is out of true, so it is wobbling and hitting your brake pad. Pluck the spokes where the contact is occuring. Tighten the lowest pitched one to pull it away from the brake pad.

    Looks fine, could do with straightening wheel a bit. Make sure they don’t rub on the tyre.

  3. You want them as high as you can without touching the rubber of the wheel. Maybe a mm lower to compensate for when the wheel comes out of true or a low spot develops.

    It’s ok to have the pads up close ( couple of millimeters maybe , if the gap is to big you’ll take up more cable before the pads bite the rim , when you pull the brake lever) , but to be affective the wheel needs to be reasonably straight, and your wheel is a bit to far out . There’s loads of videos on YouTube that’ll show you how to correct your buckle , and it’s not that hard to do. You should be able to adjust it yourself so it’s got less than 1 mm movement left to right ( doesn’t have to be perfect) .
