Aside from fenders? Maybe a pump holder if it will leave enough clearance. You could hack some DIY solution to similarly mount tent poles. Not much more.

Production mistake? honestly it looks like it. I have no idea why they would put 3-pack on the inside.

Front rack can attach to them. Fenders as batpot mentioned.
I’ve successfully done with this several racks from 7-Roads, Nitto, Surly. Works great.
