I put mine on a large paperclip to act as an anchor and pushed it to the back of the frame tube. Has to be quite close to a Bluetooth device to pick it up though.

Inside metal will not work. Need to be under seat or inside some plastic

I bought a carrier that grabs the rails under the seat. Not foolproof, but torx screws deter quick removal.

Inside something not metal, otherwise you are stuffing it inside a faraday cage and killing the range. You may be able to pick it up if close, but a phone will need to be that close to register location. Not helpful, except possibly to identify the bike as yours if you ever manage to recover it.
