I just wear a sleeveless base layer under my insulated cycling jacket.
I usually wear a jersey so I can unzip the jacket if it gets too hot.
Depends on the temperature, I like having a jersey underneath for extra pockets and in case I need to take off the jacket and put it in the back. I had never thought about doing base layer + jacket but I guess that works?
